ORDER After receiving a tip from a participant in across-country drug deal, authorities arrested all three participants, including Hilario Santos. Santos eventually pleaded guilty to possessing cocaine and marijuana with the intent to distribute and was given alO-year sentence, the mandatory minimum. See 21 U.S.C. § 841(a)(1), (b)(1)(A). We dismissed Santos’s direct appeal and he then sought postconviction relief under 28 U.S
