2. Relevant Federal Policies Towards Puerto Rico The complaint alleges that Government used tax policy to encourage private companies to invest in Puerto Rico prior to 1996. Compl. ¶ 4. On December 18, 2015, Dr. Javlekar filled out a Medial Source Statement.
