INTRODUCTION AND PROCEDURAL HISTORY On January 8, 2016, Plaintiff Josh Dogg-rell (“Mr. Doggrell”) initiated this lawsuit in the Circuit Court ,of Calhoun County against the City of Anniston (the “City”) and Brian Johnson, individually and in his official capacity as the City Manager (“City Manager Johnson”).
